Building Liberia’s Future, Together.
Our PPP Model
Building Liberia’s Future, Together.
At Rebuilt Enterprise Inc., we believe that Public–Private Partnerships (PPPs) are essential for transforming Liberia. By combining government leadership, community engagement, and private innovation, we create lasting infrastructure that prioritizes transparency, dignity, and sustainability.
Our PPP projects encompass housing, sanitation, healthcare, education, and commercial development, ensuring that every investment generates jobs, opportunities, and fosters long-term growth. Together, we are building a brighter future.
Why Public–Private Partnerships Matter
Shared Responsibility
PPP signifies that no one bears the burden alone.
-
The government provides oversight, legitimacy, and policy alignment.
-
Communities contribute local knowledge, labor, and ownership.
-
The private sector brings innovation, finance, and expertise.
👉 The result is fairer, stronger projects that endure.
Transparency & Trust
Clear agreements and open reporting foster trust and confidence.
-
They ensure funds are used responsibly throughout the project.
-
There is accountability at every stage of construction.
-
Citizens witness real progress and tangible outcomes.
👉 Transparency transforms projects into trust-building movements.
Sustainable Impact
PPP projects are enduring and can last for generations.
-
They provide durable, eco-friendly infrastructure.
-
Revenue-sharing models that ensure long-term maintenance.
-
These solutions prioritize the protection of both people and the environment.
👉 The outcome: educational and health facilities, estates, and markets that benefit communities for decades.
Local Empowerment
Public-Private Partnerships (PPPs) are not just about constructing buildings; they empower individuals and communities.
-
Youth acquire valuable skills in construction and management.
-
Women and marginalized groups gain access to job opportunities and entrepreneurial ventures.
-
As a result, communities transition from dependency to a sense of pride in their self-reliance.
👉 Every project is a step toward independence and dignity.

Our PPP Collaborations in Lofa County

Traditional Elders of Lofa County during the PPP signing ceremony with
REI — a partnership bridging culture and modern infrastructure
Zorzor City Authority
Partnering on sanitation and modern public infrastructure.
For years, Zorzor residents faced unsafe sanitation that fueled waterborne diseases. Together with city leaders, REI is building eco-friendly toilets and public facilities that restore dignity and improve public health.
Impact: Families gain safer, cleaner facilities, while city authorities benefit from a sustainable, revenue-generating system to keep projects running.
Beyond sanitation: This partnership also supports market space, housing, transport, and city infrastructure development — building the backbone of a modern Zorzor.

Traditional Elder Council of Lofa County
Guiding culturally respectful community projects.
Lofa’s elders safeguard traditions but lacked a proper home for ceremonies. With their guidance, REI is building a two-floor cultural hall with a ceremonial chamber, museum, café, and offices.
Impact: Communities gain a dignified space to celebrate traditions, while the hall also generates income through tourism and public use.
Beyond the hall: Projects extend to real estate for cultural sustainability, tourism promotion, renewable energy adoption, and youth training in arts and culture.

Liberian Marketing Association, Voinjama Chapter
Supporting market redevelopment and management.
The Voinjama market has long been the lifeline of trade in Lofa, but overcrowding and poor sanitation have limited its potential. Together with the LMA, REI is redeveloping the central market to create a cleaner, safer, and more organized trading hub.
Impact: Vendors will benefit from dignified stalls and better facilities, while customers enjoy a healthier shopping experience. The improved market boosts small businesses, creates jobs, and strengthens food security.
Beyond the market: This collaboration opens doors to waste management solutions, eco-toilets, new business spaces, and digital payment systems that modernize trade and keep the market sustainable for years to come.

District Education Office (Voinjama School District)
Improving teacher housing and school infrastructure.
Teachers in rural Lofa often live far from their schools, hurting retention and education quality. With the DEO, REI is building modern teacher quarters and upgrading schools with classrooms, solar power, and sanitation systems.
Impact: Teachers live closer to schools in dignified housing, improving retention and attendance. Students learn in better classrooms with stronger teacher presence.
Beyond housing: This partnership includes teacher estates in urban centers, training facilities, and community halls — making schools places where education and community connect.

Lofa County University
Collaborating on health and education facilities.
As Lofa’s only university, inadequate infrastructure has long limited its growth. REI is supporting the campus with health facilities, teacher/staff housing, and student housing to strengthen its mission.
Impact: Students access safer dorms and modern facilities. Staff benefit from dignified housing, boosting morale and retention. The university grows as a hub for knowledge and socio-economic development in Lofa.
Beyond the campus: Together, we are shaping projects in healthcare, student recreation, innovation hubs, and a swimming pool — strengthening both learning and community life.

Radio Kintoma (Voinjama)
Strengthening communication and community outreach.
For decades, Radio Kintoma has connected Lofa’s people with news, culture, and civic education. Limited facilities restricted its reach, but now REI is helping modernize the station with a new building, studios, training rooms, and a community café.
Impact: Thousands of listeners gain reliable information and civic education. The café and training spaces create opportunities for youth dialogue and innovation.
Beyond broadcasting: Modern facilities will allow for digital platforms, youth journalist training, NGO partnerships, and community events — making Radio Kintoma a true hub for information and democracy.
